Water Europe (WE) will drive the transition to a Water-Smart Society through its Vision Leadership Teams. As the main instruments to test successful results of research, the WE Vision Leadership Teams define actions to foster and accelerate the process of bringing successful innovations to market in Europe and beyond.
The Vision Leadership teams are functioning as a top-down element in the WE governance under the direct guidance of the WE Board of Directors and all WE initiatives fit into their structure. A mission statement has been developed for each one of the Vision Leadership teams comprised of a Cluster leader, a Co-leader, and a Board Member.
The Vision Leadership teams are clustered in the matrix structure below.
The Value of Water: Mission Statement
Identify, better understand, define and update the Water Europe SIRA challenges related to new socio-economic, financial and multi-stakeholder governance models based on the “true” value of water, in order to increase rational use and re-use, based on the multiple waters concept.
Provide recommendations for structuring and selecting real-life multi-stakeholder living lab environments (including outside of Europe) in which research and innovation results, including socio-economic and governance models, can be validated and migration paths to the future water-smart society experimented.

Smart Water Treatment: Mission Statement
Identify, better understand, define and update the Water Europe SIRA challenges related to water treatment and management technologies that enable advanced water-treatment solutions to achieve a good status of the European water bodies and improve solutions to reduce water use in agriculture, urban and industrial areas, amongst others based on multiple waters concept and fostering recycling.
Provide recommendations for structuring and selecting real-life multi-stakeholder living lab environments (including outside of Europe) in which research and innovation results, including water treatment and management technologies, can be validated and migration paths to the future water-smart society experimented.

Water Innovation Systems: Mission Statement
Support the overall objectives of the Water Europe Vision and realization of the WE SIRA by fostering a favourable innovation eco-system and political landscape by promoting:
− largely accepted Standards for Water Footprint Assessment and Stewardship
− enhanced sharing knowledge education, capacity development, awareness and best practices in water
− Water advocacy, planning and management capacity
Support identification and implementation of highly transformative water innovations in support of the SDGs through policy support, innovation capacity, and active/effective partnerships

Water Smart Industry: Mission Statement
Identify, better understand, define the user needs and specifications of integrated solutions related to Water-smart Industries that: combine existing and emerging R&D results (e.g. from the other Water Europe Clusters) into collaborative projects and integrated solutions and showcase water solutions for industrial applications within experimental environments in which industries (including bio-industries) collaborate with other users to govern regional water management systems.
Define criteria for selecting WE “branded” multi-stakeholder Industrial Living Lab environments and organisations (in and outside of Europe) and select a number of relevant organisations (e.g. Industrial Parks) willing to collaborate in realising WE’s Vision by making available a large scale real life industrial environment in which combined research and innovation results (including non-technological results such as new governance, economic and finance models can be validated, and defining a migration paths to the future water-smart society with a focus on Industrial end-user needs.
