On 21 October 2025, the EU Environment Council adopted its conclusions on the European Water Resilience Strategy, calling for a holistic and cross-sectoral approach to safeguard Europe’s water resources. The Council recognises water resilience as a strategic priority for the Union, essential for climate adaptation, economic competitiveness, and crisis preparedness.
It emphasises the need to restore and protect the water cycle, improve implementation of EU water legislation, and integrate water across all policy fields. The Council conclusions encourage Member States to invest in innovative and nature-based solutions, strengthen transboundary cooperation, and enhance the security of water infrastructure.
The conclusions also highlight the importance of digitalisation, research, and education to build a water-smart, competitive European economy. Water Europe welcomes these conclusions, which reflect many of our long-standing policy recommendations on circular water management, innovation, and resilience. For a couple of year Water Europe is advocating for a Water Commissioner, a Strategy and financial support to achieve these actions (WE position on the WRS and the MFF).Together, we can achieve a Water-Smart Society that ensures sustainable and resilient water systems for all.
